The Ministry of Labour and National Service is the government ministry responsible for the provision and management of employment, immigration, and national service in New Ingerland. The current minister is Senator Ella Williams.

Responsibilities

The Ministry formulates policy on matters relating to employment relations, including conciliation and arbitration in relation to industrial disputes; the management of the National Labour Exchange network; the reorientation of military personnel back in to the workforce, including national servicemen and members of the Territorial Militia; and finally all matters pertaining to the granting and revoking of New Ingerland citizenship, the naturalisation of immigrants, and the processing and deportation of aliens and refugees.

Directorates

The ministry currently has three directorates under the umbrella of it's portfolio of responsibilities:

Directorate of Employment Relations

The Directorate of Employment Relations oversees New Ingerland's employment relations architecture through framework of the Employment Relations Act[2] and the Labour Exchange Act[3]. The directorate deals with policies surrounding the employment conciliation and arbitration process, and the repatriation of military personnel back in to the civilian workforce. The directorate also manages the National Labour Exchange network. The directorate does not play an active role in the day-to-day administration of employment law, with any actual employment conciliation and arbitration matters handled by the judiciary through the Court of Conciliation and Arbitration.

Directorate of Immigration

Originally established as a stand alone department of state in 1951, the Directorate of Immigration has administered matters relating to the formulation and general application of immigration policy in New Ingerland. The basis of this policy is the Immigration Act[4], which sees the directorate oversee policies ranging from naturalisation and citizenship, to the admission and registration of immigrants to this country. The directorate also plays a key role in handling refugee policy, but does not interfere with the day-to-day registration, resettlement, or deportation of aliens from New Ingerland, with this function being the key responsibility of the Border and Immigration Agency. There is currently no Deputy Minister for this directorate.

Corporate Services Directorate

The ministry also includes a Corporate Services Directorate, responsible for those 'back-end' activities that involve the delivery of enterprise-wide support services to all policy directorates and executive agencies. The aim of the directorate is to provide quality client service based on the principles of specialised knowledge, best practices, and superior technology solutions, to serve the internal customer base of the Ministry, and certain circumstances some or all of the Ministry's business partners. The directorate is divided into five 'branches', which provide specific support for a particular area of expertise, these being Estates Management, Finance, Information Technology, Personnel Services, and Procurement. The Corporate Services Directorate is headed by a Chief Operations Officer, with the rank of Permanent Under-Secretary of State, who in turn reports personally to the Permanent Secretary of State and the Minister.

Executive agencies

Border and Immigration Agency

The executive agency responsible for inward migration to New Ingerland, the Border and Immigration Agency is charged with the delivery of immigration matters at all points of entry to the country. In addition to it's border protection role, the agency is also charged with the processing of applications for people seeking asylum in New Ingerland, the processing of arrivals claiming to be refugees, the final grant of approval for people seeking to obtain nationality and citizenship rights as Subjects of the Crown, and also the removal and deportation of immigration offenders. The agency works closely with the HM Customs Service and the Quarantine and Biosecurity Agency in protecting New Ingerland's borders from external threats.

Migration Assistance Commission

The Migration Assistance Commission is an agency that exists to promote and encourage foreign skilled workers to migrate to New Ingerland. To this end, the Commission assists foreign workers in their country origin to find work in this country, complete the necessary visa and immigrations requirements, and find temporary accommodation and other related services, and finally provides information sessions on New Ingerland's customs and culture to ensure any newcomer is able to cope with the New Ingerland way of life once they arrive here. The Commission has offices in most locations where Ministry of Foreign Affairs operates a embassy or high commission.

National Labour Exchange

The National Labour Exchange is essentially a brand name that provides a common set of practices for organisations that offer re-employment services in New Ingerland. The government plays a very small role in the in finding jobs for the unemployed, with the charitable and private sectors providing the vast majority of job seeker services in tandem with the county social welfare departments. Nevertheless, the ministry maintains a small agency whose job it is to market the National Labour Exchange programme, and provide support and advice to the job seeker agencies across the country.
