The Ministry of Primary Industry is a government ministry of New Ingerland responsible for the utilisation of natural resources and the management of primary industries. A small portfolio, the ministry has about 3,400 staff and is based in the national capital, Kingsbury. The current Minister of State for Primary Industry is Senator Chris Knox.

Responsibilities

Aside from the management of the agricultural sector, the ministry regulates all of New Ingerland's fisheries, forests, and mines. Furthermore, the ministry has been responsible for protecting the over-exploitation of New Ingerland's fish, game, and other natural resources not otherwise protected by the Ministry of Conservation and Land Management.

Directorates and executive agencies

Directorates

The ministry has four major directorates under it's care:

Directorate of Agriculture

Responsible for a variety of rural industries, the Directorate of Agriculture's main functions are to facilitate policy around research, education, advice, and regulation of the agricultural sector of New Ingerland.

Directorate of Fisheries

Matters relating to fisheries and aquaculture are handled by the Directorate of Fisheries. The directorate is charged with regulating the catching and marketing of fish, other seafood and fish products (including freshwater fisheries).

Directorate of Forests

The directorate has been tasked with the administration of policy relating to New Ingerland's forests and timber reserves, the training of forest officers, the conduct of research work and for the collection of statistics in connection with forestry. Management of National Forests rests with the Forestry Commission.

Directorate of Mining and Natural Resources

The directorate is responsible for the evaluation and development of mineral resources in New Ingerland.

Fish and Game Conservation Council

The Fish and Game Conservation Council is responsible for regulating the fish and game industry in New Ingerland. To this end, the Council is charged with promotion of the hunting of game animals regulating the fish and game industry by protecting, managing, and enhancing freshwater sport fishing and game-bird hunting. The Council is responsible for the administration of all game hunting and freshwater fishing licences through a network of field officers known as Fishing Inspectors. The Council also plays a key role in hunting and fishing policy development, and is empowered to make formal recommendations on the gazettal of public lands and waterways for hunting and fishing, and other advice relating to fish and game management. The Council also promotes and funds research and conservation projects on rural lands for the effective management of game animals and freshwater fish.

Fisheries Protection Agency

The Fisheries Protection Agency is the executive agency of the ministry that is responsible for the conservation and exploitation of New Ingerland's fish resources. To this end, the agency is changed with the issuing of fishing licences to all professional and recreational salt-water fishermen in the country (freshwater fishing is regulated by the Fish and Game Conservation Council), and through the agency's field officers, ensuring the conditions of the issued licence are being met by the holder. The agency also manages the issuing of leases for oyster beds in all estuaries along the coast. A large portion of the agency's budget is taken up by field officers, known as Fishery Protection Inspectors, whose chief responsibility outside licensing and compliance, is the deterring of illegal fishing in New Ingerland's territorial waters by foreign fishing fleets. In this latter role, the agency is ably assisted by the Royal New Ingerland Navy.

Forestry Commission

The agency responsible for the administration of New Ingerland's National forests, the Forestry Commission was established in 1916 with the passage of the Forestry Act (No. 55 of 1916). The Act established the Commission to control and manage New Ingerland national forest estate and the timber reserves contained within, and provide advice to the Directorate of Forests on matters of forestry policy. The Commission has also been charged with the training of forest officers, through a programme sponsored by Kingsbury Institute of Technology. Furthermore, the Commission is expected to conduct research and carry out statistical analysis of the forestry industry in New Ingerland, and makes it's findings available to the public through the publication of an annual year book. The Forestry Commission is headed by a Chief Commissioner of Forestry, who is assisted in his duties by a five man board of commissioners.

Minerals Authority

The authority oversees licensing and compliance of those individuals and organisations that seek to exploit all mineral and petroleum resources in New Ingerland. The Authority was established in 2013 with the passage of the Mineral Resources Act (No. 118 of 2013). To this end, the Authority is charged with the responsibility to further the economic development of New Ingerland through the exploitation of mineral resources, and to encourage and advance the exploration of it's mineral resources. The authority is also charged with the promotion of safe, responsible, effective, and efficient production and use of minerals. Finally, the authority also advises the government on all matters relating to the minerals sector in New Ingerland through the provision of advice and statistical information to the Minister and wider government, as well as the minerals industry, and community as a whole. The Minerals Authority consists of a board of five members, consisting of a Chairman, the Permanent Secretary to the Ministry (or his designated representative), the Chief Executive, and two other members appointed by the Minister from within the minerals industry in New Ingerland.
