The Ministry of Energy and Water Resources is a cabinet portfolio in the New Ingrea government responsible for the administration of energy and water policy within the civil service.
Founded in 1975, the current Minister of State is Senator Myfanwy Parker.

The Ministry of Energy and Water Resources is headed by the Minister of State for Energy and Water Resources, who is supported by a Deputy Minister and a Parliamentary Secretary, all of whom are supported a large body of civil servants assigned to them to manage the ministers office and ministry.

Directorates
The ministry has three major directorates:
Directorate of Energy
The energy directorate manages policy matters surrounding the entire energy industry, including oil, gas, and electricity sectors. To this end, the directorate publishes polices and guidelines on matters such as the rate of extraction of fossil fuels, and the importation of gas and petroleum into the country, to name a few. A recent example is the decision by the directorate to end the use of coal in power stations in order to preserve New Ingrea's coal reserves for a possible future emergency. The day-to-day management of New Ingrea's energy sector is carried out by the Electricity Authority, the Gas Authority, and the Petroleum Corporation.
Directorate of Water Resources
Created with a broad range of responsibilities, the Directorate of Water Resources plays a significant role in determining policies for water use in New Ingrea. The directorate has a control over all policy matters relating to dams, weirs, irrigation channels, as well as the use of water from rivers and streams and from underground water systems. The conservation responsibilities of the directorate include flood and erosion management, with a broader aim to maintain and improving aquatic environments across New Ingrea. The directorate does not actively participate in the management of water resources, with day-to-day administration of New Ingrea's water resources has been devolved to Water Corporation, the Water Conservation and Irrigation Commission (see below), and the eight county councils.
Corporate Services Directorate
The Ministry also has the usual Corporate Services Directorate, which is responsible for those 'back-end' activities that involve the delivery of enterprise-wide support services to all policy directorates and executive agencies. The aim of the directorate is to provide quality client service based on the principles of specialised knowledge, best practices, and superior technology solutions, to serve the internal customer base of the Ministry, and certain circumstances some or all of the Ministry's business partners. The directorate is divided into five 'branches', which provide specific support for a particular area of expertise, these being Estates Management, Finance, Information Technology, Personnel Services, and Procurement. The Corporate Services Directorate is headed by a Chief Operations Officer, with the rank of Permanent Under-Secretary of State, who in turn reports personally to the Permanent Secretary of State and the Minister.
Executive agencies
Water Conservation and Irrigation Commission
The Water Conservation and Irrigation Commission (WCIC) is an executive agency charged with the delivery of New Ingrea's agricultural water resources. The Commission was established in 1970, and is one of the oldest continuing agencies of the New Ingrea government. The Commission carries out work in areas such as river flow measurements; investigating new agricultural water conservation and irrigation schemes (and overseeing their construction as the Principal Client); the regulation of artesian and other bores; and the licensing the private use of water for stock and domestic water supply, irrigation, and other purposes. The WCIC does not own any of the large water supply or hydro-electric dams, all of which belong to the Water Corporation. Instead, the Commission is a customer of WaterCorp in the same mould used to sell water to the county councils.
